We are more comfortable with ID cards- almost excessive. A highly made ID card will fool most every common citizen and in many cases many inside our police officers community. How about illegal immigrants or non-residents? They start having a fake “Guatemala National ID Card”, or such, which you can use to cash checks, obtain a cell phone, or rent a property. Then using the rental and speak to bill documents, you may get a local library card.
